Is this just a filter?

No. A filter tints every pixel the same way; this redraws the photo as that camera would have taken it, with its flash, its grain and its colour. That's also why it takes about half a minute instead of a click.

Will it change the people?

It's told to keep every face, pose and outfit exactly as it is, and only change the camera. Look closely at small faces in the background: a redraw can soften them a little.
